To read the four new\u00adly released memos on pri\u00adsoner inter\u00adro\u00adga\u00adti\u00adon writ\u00adten by Geor\u00adge W. Bush\u2019s Justi\u00adce Depart\u00adment is to take a jour\u00adney into depravity.<\/p>\n

Their lan\u00adguage is the pre\u00adcise bureau\u00adcra\u00adte\u00adse favor\u00aded by dun\u00adge\u00adon masters throug\u00adhout histo\u00adry. They detail how to fashion a col\u00adlar for slamming a pri\u00adsoner against a wall, exact\u00adly how many days he can be kept wit\u00adhout sleep (11), and what, spe\u00adci\u00adfi\u00adcal\u00adly, he should be told befo\u00adre being locked in a box with an insect\u200a\u2014\u200aall to stop just short of having a jury deci\u00adde that the\u00adse acts vio\u00adla\u00adte the laws against tor\u00adtu\u00adre and abu\u00adsi\u00adve tre\u00adat\u00adment of prisoners.<\/p>\n

In one of the more nau\u00adsea\u00adting pas\u00adsa\u00adges, Jay Bybee, then an assi\u00adstant att\u00ador\u00adney gene\u00adral and now a fede\u00adral judge, wro\u00adte admi\u00adrin\u00adgly about a con\u00adtrap\u00adti\u00adon for water\u00adboar\u00adding that would lurch a pri\u00adsoner upright if he stop\u00adped breathing while water was pou\u00adred over his face. He prai\u00adsed the Cen\u00adtral Intel\u00adli\u00adgence Agen\u00adcy for having doc\u00adtors rea\u00addy to per\u00adform an emer\u00adgen\u00adcy tra\u00adcheo\u00adto\u00admy if necessary.<\/p>\n

The\u00adse memos are not an honest attempt to set the legal limits on inter\u00adro\u00adga\u00adti\u00adons, which was the aut\u00adhors\u2019 sta\u00adtu\u00adto\u00adry obli\u00adga\u00adti\u00adon. They were writ\u00adten to pro\u00advi\u00adde legal immu\u00adni\u00adty for acts that are cle\u00adar\u00adly ille\u00adgal, immo\u00adral and a vio\u00adla\u00adti\u00adon of this country\u2019s most basic values.<\/p>\n

It sounds like the plot of a mob film, except the lawy\u00aders asking how much their cli\u00adents can get away with are from the C.I.A. and the lawy\u00aders coa\u00adching them on how to com\u00admit the abu\u00adses are from the Justi\u00adce Depart\u00adment. And it all play\u00aded out with the bles\u00adsing of the defen\u00adse secre\u00adta\u00adry, the att\u00ador\u00adney gene\u00adral, the intel\u00adli\u00adgence direc\u00adtor and, most likely, Pre\u00adsi\u00addent Bush and Vice Pre\u00adsi\u00addent Dick Cheney.<\/p>\n

The Ame\u00adri\u00adcans Civil Liber\u00adties Uni\u00adon deser\u00adves cre\u00addit for suing for the memos\u2019 release. And Pre\u00adsi\u00addent Oba\u00adma deser\u00adves cre\u00addit for over\u00adru\u00adling his own C.I.A. direc\u00adtor and orde\u00adring that the memos be made public. It is hard to think of ano\u00adther case in which docu\u00adments stam\u00adped \u201cTop Secret\u201d were released with hard\u00adly any deletions .. \"<\/p>\n
